Strategic Plan for
Woman-Centered Policy Analysis
The Review will be conducted using a Woman-Centered Policy Analysis Tool developed to assist project participants in the examination of the equity for women of the parental benefits policy currently employed by Human Resources Development Canada.
Step 1: Identify the Issues
Issues will be identified through:
- discussion and brainstorming at a 2-day meeting of the Steering Committee (Sept. 2002);
- a review of the literature (reports, position papers, articles, etc.) including a review of what equality seeking organizations and gender-sensitive researchers have said about these issues and how factors such as gender, age, sexual orientation, color, race, ethnicity, ability/disability, socio- economic status, employment status, education and marital status influence the issues (Sept - Dec 2002);
- a review of current legislation concerning parental benefits (Sept - Dec 2002); and
- feedback from Steering Committee on a background paper and fact sheet (Dec 2002).
Step 2: Define Desired Goals and Outcomes
Desired Goals and Outcomes will be identified through:
- discussion and brainstorming at the 2-day meeting of the Steering Committee (Sept. 2002);
- analysis of the literature review (Nov - Dec 2002);
- analysis of the legislation review (Nov - Dec 2002); and
- focus groups with women (Jan - Feb 2003).
Step 3: Research and Consultation
Research and Consultation will take place through:
- the literature review (Sept - Dec 2002);
- the review of current legislation concerning parental benefits (Sept - Dec 2002);
- a gathering of any available statistical information desegregated by gender including information regarding Aboriginal women, women with disabilities, women of color, lesbians, rural women, women in non-traditional work arrangements (others?) (Sept - Dec 2002); and
- focus groups with women (Jan - Feb 2003).
Step 4: Analyze Options and Make Recommendations
The development of Options and Recommendations will take place through:
- focus groups with women (Jan - Feb 2003);
- a review of best practices in other jurisdictions (Sept - Dec 2002);
- a review of recommendations made by equality seeking organizations and gender-sensitive researchers (Sept - Dec 2002); and
- discussion and brainstorming of the Steering Committee (April 2003).
Step 5: Communicate the Recommendations
A Dissemination Plan will be created (April 2003) to communicate the recommendations in the form of a final report (June 2003) to women, equality seeking organizations and policy makers.
Step 6: Implementation of Recommendations and Further Evaluation of the Policy
Recommendations for further monitoring and evaluation of the policy in light of the desired goals and outcomes for women will be included in the final report which will be disseminated to all stakeholders, including policy makers (June 2003).
