The most vulnerable and marginalised women are the least likely to be eligible for benefits under the Act. These women include:
  • teenaged new mothers
  • women with little education
  • low income women
  • single mothers
  • immigrant women
  • visible minority women
  • Aboriginal women
  • women with disabilities


12% of female immigrants and 19% of recent female immigrants, aged 25-44, were unable to find employment in 1996, compared with just 9% of Canadian-born women aged 25- 44. [Statistics Canada (2000), pg. 199]
